His name is Lonnie Kobres. His crime is the operation of a micro-broadcast facility - Lutz Community Radio - without a license from the Federal Communications Commission. This requirement is impossible to meet, because the FCC offers no such license and admits, in writing, that its authority encompasses only interstate and foreign commerce - not community radio.
