Analysis of FCC's case against Pastor Strawcutter:

  • The FCC has cited 47 USC,   Section 301.

  1. Title 47 is not enacted as positive law.

  2. Title 47,  Sec. 301 does not apply to Strawcutter's
    localized ( intrastate ) transmissions.

  3. There is no lawful license application form for
    Strawcutter to consider filling out.
